INTERIOR ALASKA
HOCKEY OFFICIALS ASSOCIATION
The IAHOA was
formed in 1988 to help the various hockey organizations obtain officials. The association is made up of individual
officials that contract their services to the leagues. The association’s main purpose is to
coordinate the officials for each league.
At present, the leagues that the officials contract with are as follows:

In order to
facilitate the above relationship, each official must enter into an agreement
with the association and an agreement with each of the leagues they will be
officiating that establishes an independent contractor relationship with the
leagues. The agreement with the
association requires your social security number for tax purposes in the event
a Form 1099 is filed.
All officials are
expected to act professional, especially in light of the "Zero
Tolerance" rules. One doesn't gain
respect by putting on an official's jersey.
Officiate the game you are working how you would expect the officials to
officiate when you are on the ice playing.
Be in position, skate hard, make the calls, respect the players, and the
players will appreciate your effort.
Everyone makes mistakes, as we are all human. If you put 110% into each game you officiate, there should be
minimal problems. This includes
arriving on time for the game and being ready to start at the scheduled game
time. The use of alcoholic beverages
and tobacco (including chew) are not appropriate on the ice or in the
official’s room. Officials who taunt or
bait players or coaches or use inappropriate language are subject to the
suspension(s) set forth by the USA Hockey Guidebook.
Discipline/suspensions
may be assessed by either a special committee of IAHOA, the Local USA Hockey
Supervisor, or by the Official/League Agreement.
Each official must
register with the appropriate governing organization (USA Hockey/Federation) in
order to officiate.
To officiate USA
Hockey games, an official is required to complete the USA Hockey Registration
form. The registration fee is made
payable to USA Hockey. A parent must
sign the insurance/waiver portion of the form for those under age 18. The official must sign the
liability/independent contractor portion.
The official then mails the registration form to USA Hockey in Colorado
Springs. This should be done early or
as soon as you receive your registration form as the registration process
relies on the Postal Service at least four times. Registration can also be completed at
www.usahockeyregistration.com
Once you send in
the application form, USA Hockey will send you the rulebook and test. In completing the tests, use pencil and
answer all 100 questions (50 questions for Level 1 officials). It is recommended that you look up each
question and write the correct rule number next to the question. It is an open book test that is meant to
familiarize you with the rules. There is an online open book test available. It is strongly suggested that you have an
upper level official check your answers before you send the test to USA Hockey
in Colorado Springs.

summarizes the requirements to successfully register with USA Hockey:

Level 3
·
Must make application
·
Must have been Level 2 or higher (Complete) last season
·
Must attain an open book exam score of 90/100
·
Must attain a closed book exam score of 40/50.
·
Must attend and complete an officiating seminar administrated by USA
Hockey
·
Must pay a $10.00 fee for Alaska State Hockey Developmental fund.
·
Level 4
·
Must make application
·
Must have been Level 3 or 4 (Complete) last season
·
Must attain an open book exam score of 90/100
·
Must attain closed book exam score of 40/50
·
Must pass skating exam and attend / complete a level 4 specific USA
Hockey seminar each season.
·
Must arrange to have an evaluation completed, while officiating a high
level game, by a trained USA Hockey Evaluator at least once during the calendar
year.
·
Must pay a $10.00 fee for Alaska State Hockey Developmental fund.
·
Should you fail to
achieve the proper score on the open book test, you will be sent another open
book test to complete. Failure to
successfully pass the closed book test will result in the official being
certified at a lower level than applied for.
HIGH SCHOOL HOCKEY
Those who plan to
officiate High School games must also register and complete the Federation
exam. The exam date will be announced.
Attendance is mandatory.
GAME REPORTS
Game reports must
be filled out for any game with game misconduct, or match penalties
assessed. Make sure the scoresheets
reflect the proper penalties and scores.
The electronic form
on the IAHOA website is at www.IAHOA.org.
The website automatically emails the form when it is submitted. The written
form can be found in the official’s room at the Dipper and at Polar Ice. Please use the online form if possible.
The reports must
be factual and should be submitted to Chris Milles immediately. In addition, please notify Chris Milles (456-6858)
immediately of any match penalties that have been assessed. This is very important because there is a
Discipline Committee that reviews most game reports and imposes the appropriate
discipline.
Officials are
responsible for their own equipment and uniform.
The proper uniform
is a hockey referee's jersey (long sleeved with elastic waistband), black pants (sweats or jeans for youth
officials), hockey skates, and a black hockey helmet.
Other equipment
includes 2 finger whistles, referee shin guards, athletic supporter and
protector and elbow pads.
For outside games,
it is imperative that one dresses warmly and tapes the mouthpart of the whistle
to prevent your lips from sticking to it.
HELMETS are still required for outside games. Outside games are scheduled to -15 degrees.

All leagues are
scheduled using online scheduling. The
schedulers will still call to fill last minute changes. Online scheduling can
be located at www.oswebs.com/iahoa/officials. Password and login will be provided.
The referee must
also check the FAHA Weather Recording to make sure that the outside games have
not been cancelled. The Weather
Recording number is 452-6120. The
Association may try alternative ways to schedule FAHA games in an attempt to
better schedule officials.
All officials
should pay strict attentions to their schedules to prevent unnecessary
cancellations and prevent no-shows or being late. Perpetual lateness will be addressed when it becomes a
problem. Please don't let it become
one.
League
Cancellations: Should a scheduled
contest be cancelled by the League or should a forfeit occur, the official
shall be paid if the scheduling coordinator of the Interior Alaska Hockey
Officials Association is not notified of the cancellation or forfeit at least
24 hours prior to the start of the contest.
This provision may not be enforced for conditions beyond the control of
the leagues.
Missed
Assignments: Once an official accepts
an assignment, the game is considered to be their responsibility. If the official is unable to make the
assignment, the official is responsible for finding an approved and certified
replacement. If the scheduled official
misses an assignment, that official will pay the appropriate game fee(s) to
IAHOA. Those funds will be used to pay
the hockey association and official that worked the game alone. The game fee will be split 50-50 by both
parties. If you cannot make your
assignment, call the scheduler. If time
allows, they will try and find a replacement.
There will be a $5.00 fee per game for this. If no replacement is found, you are still liable for the missed
game fees.
NO-SHOWS are a
serious problem that is not taken lightly by the players, coaches, leagues, and
fellow officials.
The IAHOA supports
the USA Hockey Officiating Program’s Evaluation Program. The program is meant
to help officials improve their officiating skills. If you would like to be evaluated, please contact Doug at 479-5469. Random evaluations will be done on as many
officials as possible throughout the season.
The goal is to have a minimum of one evaluation on each official. Please take advantage of this program, it
will help everyone involved.
IAHOA has instituted
a screening policy that requires all officials 18 years old and older to be
screened for sexual assault/sexual abuse charges. USA Hockey and the Alaska State Hockey Association have required
that this policy be implemented. The IAHOA policy requires everyone to be
screened before they are scheduled to officiate any USA Hockey games. Alaska State Hockey Association has set up
an online program to take care of screening.
The fee is $21.50 and will remain good for three years and then a new
screening will be required. Additional
screenings may be required before the three years are up.
The leagues are
billed once a month in each official’s name.
As soon as the association receives payment, the officials will be
reimbursed. In order to receive credit
for doing FAHA and Comp games, the scoresheet must be signed and turned into
the blue FAHA scoresheet box after the game.
